The Coordination des Associations et des Particuliers pour la Liberté de Conscience, alarmed by the impact of the conflict in Sudan on civilians, has made a written submission to the UN Human Rights Council on behalf of victims of violence by the Rapid Support Forces (RSF). Nearly three years after the outbreak of the conflict, its consequences remain unprecedented, with 15 million people displaced, 20 million requiring health assistance, and 21 million in urgent need of food.

The submission emphasises that, while the sentencing of Mr Ali Muhammad Ali Abd-Al-Rahman (also known as Ali Kushayb) in October 2025 before the International Criminal Court marked a landmark step towards justice, the absence of accountability for crimes committed outside Darfur, due to the ICC’s limited jurisdiction, continues to perpetuate cycles of violence and violations, allowing similar crimes to be committed with impunity.

It also highlights that crimes in Sudan continue to be facilitated by external actors, including neighbouring States, and supports Volker Türk’s call to regional actors, particularly those supplying arms, to cease providing support that fuels the conflict. External assistance has significantly strengthened the RSF’s capacity to sustain hostilities and conduct large-scale attacks.

On behalf of the victims, the Coordination des Associations et des Particuliers pour la Liberté de Conscience underscores that the enduring crisis in Sudan demands immediate and decisive action by the international community to ensure accountability and halt any support to those responsible.
