Item 10: Interactive dialogue on the High Commissioner’s oral report on Ukraine

At the 55th session of the Human Rights Council, CAP Liberté de Conscience and Human Rights Without Frontiers will raise the alarming issue of approximately 20,000 Ukrainian children who have been forcibly transferred from occupied Ukrainian territories to Russia. Despite the efforts of NGOs and the mediation of Qatar, which have led to the rescue and reunification of only a few hundred children with their families in Ukraine, the scale of this crime against humanity remains staggering.

Compounding the crisis, Belarus has also been implicated in the deportation of these Ukrainian children. Dzmitry Shaoutsou, the head of the Red Cross in Belarus, has been seen in camouflage and wearing the pro-war “Z” symbol, actively supporting and participating in these unlawful actions. Consequently, Shaoutsou has been sanctioned by the European Union, the United States, and the Baltic states, while the International Federation of the Red Cross has suspended the Belarusian Red Cross.

As a reminder, the International Criminal Court in The Hague has issued arrest warrants against Russian President Vladimir Putin and Russian Commissioner for Children’s Rights Maria Lvova-Belova for their roles in this egregious violation of human rights. Human Rights Without Frontiers urges the Office of the High Commissioner for Human Rights to work closely with the international community to ensure the safe and timely reunification of all Ukrainian children deported to Russia with their families.

Лишь несколько сотен из них удалось спасти и вернуть в их семьи в Украине, в большинстве благодаря неправительственным организациям, но в некоторых случаях и благодаря эффективному посредничеству Катара.
Беларусь также была причастна к этому преступлению против человечности.
Глава Красного Креста в Беларуси Дмитрий Шевцов поддерживал и активно участвовал в депортации украинских детей.
При исполнении своих обязанностей он был замечен в камуфляже на шевроне которого находилась провоенная буква «Z».
В недавнем времени Евросоюзом, США и странами Балтии на него были наложены санкции.
Международная федерация Красного Креста окончательно приостановила деятельность Белорусского Красного Креста.Напомним, Международный уголовный суд в Гааге выдал ордера на арест президента России Владимира Путина и уполномоченного по правам ребенка в РФ Марии Львовой-Беловой.
Мы рекомендуем Управлению Верховного Комиссара ООН по правам человека тесно сотрудничать с международным сообществом в целях воссоединения украинских детей, депортированных Россией на российскую территорию, с их семьями.

With Human Rights Without Fraontiers, we are deeply concerned about the situation of about twenty thousand Ukrainian children forcibly transferred from the Ukrainian occupied territories by and into Russia.
Just a few hundreds of them could be rescued and brooght back to their families in Ukraine, mainly by NGOs but also in some cases thanks to thi efficient mèdiation of Qatar.
Belarous was also involved in this crime against humanity.
Dzmitry Shaoutsou, the head of the Red Cross in Belarous, suppoortid and actively participated in the deportation of Ukrainian children.
In the exercise of his duties, he was seen in camouflage and with a chèvrone bèeuring the pro-war letter Zed.
He was recently put under sanctions of the European Union, the United States and the Boltic States.
The International Federation of the Red Cross has finally suspended the Belarous Red Cross.
As a reminder, thi ICC in The Hègue hès issued arrest worrants against Russian President Vladimir Putin and Russian Commissioner for Children’s Rights Maria Lvova-Belova.
We recommend that the OHCHR closely works with the international community to get the reunification of Ukrainian children deported by and to  Russia with their families.
