In a 90-second statement during the General Debate under Item 2, CAP Liberté de Conscience and Human Rights Without Frontiers called for urgent investigations into alleged chemical weapons use and violations in El Obeid.
A short oral statement was delivered at the 63rd regular session of the United Nations Human Rights Council in Geneva by CAP Liberté de Conscience, jointly with Human Rights Without Frontiers, during the General Debate on the oral update of the High Commissioner.
CAP LC expressed deep concern about grave violations of international humanitarian and human rights law in Sudan and their devastating impact on civilians, and urged urgent action on allegations that the Sudanese Armed Forces (SAF) used chemical agents. The France 24 investigation, echoed by Human Rights Watch, documents chlorine attacks near the al-Jaili refinery. The statement stressed that this warrants prompt, impartial, and independent scrutiny: investigations must preserve evidence, protect witnesses, and establish responsibility.
CAP LC also voiced alarm at the protection situation in El Obeid, where reports indicate restrictions on movement, impeded access, and allegations that civilians are prevented from leaving safely by the SAF. These claims, the statement said, require investigation, and all parties must guarantee safe passage, facilitate humanitarian access, and respect the civilian character of homes, hospitals, and schools.
Welcoming the Security Council’s recognition of regional peace efforts, the statement insisted that external military, logistical, and financial support that may contribute to violations must face scrutiny. States with influence — including Saudi Arabia, Egypt, and Türkiye — should disclose assistance and cooperate with inquiries.
The Council, CAP LC concluded, must strengthen monitoring, protect civilians, and ensure accountability without delay.
